With regard to tech for Cruess, why not go with Neural motivator, Cruiser II and Carrier II as your basic core. Cruiser II's have 3 mobility, as do upgraded carriers with gravity drive, and together they can bring all the fighters and infantry you need. Plus it gives a lot of flexibility for your further build. Based on the situation, you can go red for racial, yellow for transit diodes, both for PDS II and graviton, green for fighter II and infantry II, or blue for light/wave. With 3 mobility and slipstream, that last one gets you deep into enemy space, wherever it is you need to be.
